The Modesto Bee Thursday May 21 1987 B-3 Metro County OKs hiring more Five employees authorized for the Family Support Division Stanislaus bails out fire district By STUART GORDON Bee staff writer The Waterfnrd-Hickman Fire Protection District received a 10000 bail-out from Stanislaus County this week just when it was on the verge of running out of money to operate and pay its bills: District directors realized earlier this year they faced a $28000 shortfall in their budget as a result of overestimating anticipated revenue The district scrambled to make spending cuts and managed to reduce the deficit to $10000 Without the bail-out from the get and accept the counry's assistance in developing a long-range financial plan Rosenberg said it is possible the county will recommend the district ask its residents to approve a special tax override that would provide additional funds The county bail-out will come out of a special $50000 augmentation fund established last year by the supervisors to handle emergencies encountered by special districts Waterford-Hickman is the first special district to apply for the emergency funds The district encompasses about 90 square miles in the eastern portion of the county including La Grange and fiscal year June 30 county Chief Administrative Officer Phil Rosenberg said The overspending resulted from a delay in the district receiving property-tax revenue information from the county auditor and the lack of a financial audit of the district last year Rosenberg added He said the district's directors "have made a good-faith effort to deal with the matter" by tightening up on spending However county supervisors approved the bail-out Tuesday night only on the condition that the district have audits conducted annually accept budgeting technical assistance from the county allow the county to review its proposed 1987-88 bud chief of the state Department of Social Service's child support operations bureau said Wednesday No long delays or errors actually were detected during the audit "There does not appear to be enough employees to adequately perform these everyday tasks required of the child support program" Rhondas said "Your family support officers may be carrying too many cases" he wrote in a letter to county family support division chief Jack Creson The division is under the district attorney's office The audit concluded that a minimum of two additional family support officers two account clerks and one accounting offtcecv are needed to bring the division-into compliance County Chief Administrative Officer Phil Rosenberg said the state will audit the division again in November If the problems ere not corrected by then the county could lose about $120000 a month in Aid to Families WifH' Dependent Children funds "Under the circ*mstances'-1 see no alternative to approving the five positions recommended' in the audit" Rosenberg said in if report to the Board of Supervi-" sors Tuesday The additional workers wilt': cost $138000 a year but tftef county is eligible for state and federal funds to cover the expense according to Rosenberg?
