PLAIN DEALER, TUESDAY, JUNE 19, 1990- 5-B 'They're the poor serving the poor' United Way agencies' workers are underpaid, union says By META McMILLIAN STAFF WRITER United Way Services should allocate more money to member agencies so they can offer higher salaries to their underpaid employees, say union leaders representing those workers. "United Way should also 'help those agencies negotiate with funders to guarantee money to maintain those competitive salaries, according to the Social Agencies Employees Union, District 1199. Annual minimum salaries of workers represented by the union and employed by United Way agencies are at least $2.000 to $6.000 less than those United Way recommends, a union report released yesterday shows. "They are the poor serving the poor," said Netta Berman, staff representative for the union. The salary gap represents "involuntary contributions to United Way and United Way agencies," she said.

Thirteen of 17 agencies represented by the AFL-CIO-affiliated union are United Way agencies. The 700 workers in those 13 agencies include child-care, maintenance and clerical workers. The report showed an assistant teacher at the Phillis Wheatley Association social services agency earns a minimum of $8,812 a year $6,238 a year less than what United Way recommends for that job. Mary Ann Schubert of Cleveland said love for her job had kept her at Merrick House, a United Way and union agency, for 11 years as a daycare teacher. She earns $14,500 a year.

(Mike) Shaddow, principal of Cleveland's John Adams High School, last night was hired as administrative principal of Cleveland Heights High School.
