Why does the job exist? This position will support the day-to-day functions and mission critical endeavors of the Bureau of Health Emergency Management (BHEM). Performs professional, supervisory, and administrative work in the planning, development, implementation, and coordination of the New Mexico Department of Health¿s Emergency Preparedness and Response program through grant funding provided by the Administration for Strategic Preparedness and Response (ASPR) as well as the Public Health Emergency Preparedness (PHEP) Grants. This program is funded by Federal grant sources. Has direct and indirect supervisory accountability for the planning, operations, and activities within the emergency preparedness program; typically includes coordinating staff training, assigning, and reviewing work, and evaluating performance independently or in conjunction with a higher-level supervisor/manager.

Additionally, this position will be responsible for programs including conducting response and capacity assessments, training and exercise development, and act in coordination with partners around the state. Also serves as a consultant to other departments within the state as well as community agencies.

How does it get done? This position will be responsible for the following:

¿ Provides leadership and expertise to bring NMDOH staffing and plans together to achieve grant deliverables and deadlines to ensure delivery of effective emergency management and response.

¿ Responsible for assistance in monitoring compliance with the grant benchmarks, preparing annual action plans, and assisting with submitting required reports and program information.

¿ Works with other NMDOH programs including communicable disease/population health epidemiology and environmental health to identify current and emerging emergency hazards. Assists with Developing and implementing appropriate strategies, tools, monitoring, training, and action plans for disaster response and recovery.

¿ Ensures health equity and the incorporation of access and functional needs are central components of both response plans and response activities.

¿ Serves as a liaison to other response partners, including but not limited to offices of emergency management, hospitals, behavioral health, fire, law enforcement, fatalities management, emergency medical services agencies and military installations to ensure and that the public health needs of the community are met during incident planning, response, and recovery.

¿ Develops partnerships with the community, other local health departments, and OEMs to coordinate emergency response plans.

¿ Assists in the development and implementation of goals, objectives, policies, procedures, and work standards for the area of responsibility; provides input into the budget development and administration process.

¿ Work cooperatively and positively with Division Directors, Program Managers, and line staff to coordinate and improve the implementation of preparedness activities.

¿ Trains staff and provides for their professional development.

¿ Reviews the work of supervisory and direct report staff; identifies problem areas and directs corrective action; counsels¿ employees and initiates discipline as necessary.

¿ Serves as part of an on-call rotation for urgent business hours/after-hours calls related to emergency preparedness and response/incident management

¿ Performs Other Duties As Assigned And Required. Who are the customers? New Mexico Department of Health/Epidemiology and Response Division/Bureau of Health Emergency Management as well as internal and external stakeholders including the healthcare system in New Mexico.

Minimum Qualification A Bachelor's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment.
