The Illinois Office of the Comptroller is seeking applicants for the position of Information Technology Trainee – System Support.

The Comptroller is the chief fiscal control officer for the Illinois government, charged by the Constitution with maintaining the state’s central fiscal accounts and ordering payments into and out of the appropriate funds. The office processes more than 16 million transactions annually and serves as a “fiscal watchdog” to ensure that all state payments meet the requirements of the law. The Comptroller’s office provides meaningful and timely fiscal information to help state policymakers adopt effective policies. The office continually seeks new ways to improve how it serves the public. The Comptroller has updated and streamlined the Comptroller’s website and has led the process of updating the state’s payroll and accounting systems. Comptroller Mendoza is committed to running the Office of Comptroller as a financial watchdog for the interest of Illinois citizens and to installing the most modern and transparent systems to make the state’s financial information available to all.

MAJOR FUNCTION

Under immediate supervision and administrative direction, functions in an administrative training capacity supporting the Information Technology program initiatives for a period of a minimum of 6 months and not to exceed 12 months; works with IOC personnel to develop knowledge and understanding to analyze and resolve application problems and design software enhancements; in-service and on-the-job training to respond to software problems and implement corrective actions; codes and tests software problem fixes and enhancements to meet IOC user requirements; documents software changes and applies IOC procedures; assists in the preparation of software for migration between tests and production environments; assists in the conversion of legacy applications to a more modern computing environment.

Job Responsibilities

  • Receives training from senior network support staff and/or immediate supervisor to troubleshoot and perform maintenance for network communications and user problems including network connections, printer installation and configuration, and desktop configuration.
  • Receives training in assisting users with computer problems or referring users to the appropriate network technician. Assists with answering and directing telephone calls to appropriate staff, contacting vendors for repair service on equipment and preparing necessary paperwork.
  • Receives training in performing upgrades, installation and expansion to the network, hardware, and software.
  • Receives training in the preparation of documents for technical changes and overall processes and/or procedures.
  • Receives training from senior developers and/or immediate supervisor to program and debug code for new and enhanced applications.
  • Attends meetings with development teams to gain knowledge in the assessment of project scope, development time, user needs, and business requirements.
  • Performs other elated duties as required or assigned which are reasonably within the scope of duties.

Minimum Requirements

  • Requires knowledge, skill, and mental development equivalent to a bachelor’s degree in computer science, Information Technology or related degree with coursework specific to information technology; or active enrollment in college with satisfactory completion of 24 semester hours in computer science. Educational equivalencies may be recognized, and experience may be substituted for education.

Preferred Qualifications

  • Prefers experience in a professional setting with one (1) year of experience in network support.

Knowledge, Skills, and Abilities

  • Requires working knowledge of Information Technology concepts and the theories and functions of computer systems.
  • Requires the ability to successfully apply learned knowledge of the principles of computer science or information technology, and public and business administration, principles and practices.
  • Requires ability to express ideas clearly both orally and in writing.
  • Requires ability to develop and maintain satisfactory working relationships through excellent communication skills.
  • Requires willingness to learn both legacy systems (mainframe) as well as more modern object-oriented technologies (web).

This position is eligible to be a member of the State of Illinois Group Insurance program which includes health, dental, vision, and life insurance coverage options. Additionally, this position will annually accrue 12 paid sick days, a minimum of 12 paid vacation days, 4 paid personal days, and be afforded 14 paid state holidays, prorated based on start date.
